New Tax Increment Reinvestment Zone (TIRZ) #3 Residential Project Joins Momentum Behind Downtown Corpus Christi’s Revitalization
Corpus Christi, TX — The Quad on Second development project received approval during the Tax Increment Reinvestment Zone #3 (TIRZ #3) Board meeting held on Tuesday, November 18, 2025. The project, located at 1218 Second Street, will transform a currently vacant property into a four-unit residential apartment development in the Downtown Corpus Christi area.
The Quad on Second will feature a modern design and provide a safe and welcoming housing option in the downtown area. Each apartment unit will include a three-bedroom, two-and-a-half-bathroom layout with quality finishes designed for comfortable urban living.
The scope of work includes the construction of four market-rate apartment units, tenant parking spaces, fence with gate, landscaping, exterior lighting, and on-site signage.
This project represents an important step in reinvesting in downtown residential living,” said Lance Garza, Land Developer for The Quad on Second. “Our goal is to create high-quality housing that complements the character of Downtown Corpus Christi while offering residents a modern and welcoming place to call home.”
The total estimated project cost is $731,750. The development was approved for an incentive reimbursement of $162,550 through the Downtown Living Initiative and the Streetscape & Safety Improvement programs under TIRZ #3. The project is expected to be completed by Fall 2027.
