Press Release: Two Downtown Businesses are Getting Major Facelifts Thanks to TIRZ #3
Corpus Christi, Texas – Two projects were approved at the Tax Increment Reinvestment Zone #3 (TIRZ #3) board meeting held yesterday on Tuesday, July 22nd, 2025. Both projects are preexisting businesses that are well known and loved within the community.
The first project, Flanagan’s/Graffiti’s Bar located at 419 Starr Street is renovating their interior and exterior along with a major expansion into the 12,000 sq. ft. space that was most recently occupied by the Bay Jewel event center.
Exterior improvements include new lighting, new doors and windows, signage and security cameras, awning repair, fresh paint and a new mural, and landscaping. The estimated total renovation costs including interior renovation is $671,298 and the project was approved for the Streetscape & Safety Improvement incentive program totaling in $118,649 in reimbursements for exterior improvements. The project has an estimated completion date for Summer 2026.
The second approved project is Executive Surf Club located at 306 N Chaparral Street. The Executive Surf Club opened in 1987 and is an iconic downtown staple for locals, residents and visitors to eat, drink, and listen to live music in Downtown. Owners proposed a complete remodel of the exterior façade of the restaurant patio area and front entrance.
Exterior improvements include ADA compliant patio bar and seating, new pedestrian entrance, lighting and signage, paint, and surfboard style bar tops facing Chaparral Street. The total estimated project cost, including the entire renovation, is $400,000 and was approved for $129,590 in total incentive reimbursement amounts through the use of Streetscape & Safety Improvement program. The project has an estimated completion date for Summer 2026.
