Request for Proposal: Downtown Perception Survey

The CCDMD is seeking proposals from qualified research firms or consultants to design, administer, and analyze a comprehensive perception survey focused on Downtown Corpus Christi. The objective of this survey is to gather insights from key stakeholders, residents, and visitors to understand public perceptions, experiences, and expectations related to the downtown area.
The deadline to submit proposals is Friday, August 1, 2025, by 5:00 PM (CT).

Questions received and answered:
- Can you clarify how you define users and non-users of downtown? For example, are users defined by frequency of visits, working downtown, or other criteria?
Users are residents of the Nueces and San Patricio Counties that have visited the Downtown Area (Marina Arts District, South Downtown (formerly Waters Edge District), Uptown, and the SEA District) in the last 6 months for either leisure, work, or other reason. Non-users are residents of the Nueces and San Patricio Counties that have not visited the Downtown Area (Marina Arts District, South Downtown (formerly Waters Edge District), Uptown, and the SEA District) in the last 6 months.
- How are you defining residents and stakeholders? Are residents strictly those who live downtown, or does that include nearby neighborhoods? Are stakeholders defined as business owners, property owners, or others with a vested interest?
Residents are defined as those who live in Nueces or San Patricio County, including residents that live in Downtown and/or Greater Downtown Area (Marina Arts District, South Downtown (formerly Waters Edge District), Uptown, and the SEA District). Stakeholders are defined as business and property owners within the Downtown Area (Marina Arts District, South Downtown (formerly Waters Edge District), Uptown, and the SEA District).
- Will the research need to match specific demographic targets? For example, will we need to include a Spanish-speaking component to ensure representation of key populations?
While not a requirement, a secondary language such as Spanish offered would be a plus.
- How many presentations do you envision, and will they be in person or virtual?
For presentations, we envision two in-person presentations for: CCDMD Board of Directors Meeting (includes CCDMD staff) and TIRZ #3 Board of Directors Meeting (includes City Officials and public stakeholders). However, if vendor is from out of state/unable to attend in person, virtual presentations are welcomed and will not affect eligibility.
- How have previous waves of this research been collected? (Online, Phone, CLT?) Do you want us to trend data back to 2015?
The chosen vendor will have access to previously collected data and reporting, dating back to 2015. Methods of data collection vary from the phone to most recently in 2023, an online questionnaire using Qualtrics. We are hoping to regain consistency in how this data is collected to ensure accuracy.
- Is there an incumbent? What is causing them to seek a new partner for this research?
From 2015-2021, we utilized a vendor specializing in questionnaires, but they retired. In 2023, we partnered with a local university’s Community Collaboration Research Center but want to ensure best practices.
